Framework For The Recognition Of Certified Engineering And Applied Science Technicians And Technologists: Certificate In Supervisory Management

RATIONALE
The Canadian Institute of Management acknowledges that Canadian Certified Engineering and Applied Science Technicians and Technologists are critical members of the scientific/engineering team and have the potential to move into supervisory and management positions because of their positioning within this team. It is because of their interaction between various technical functions and levels that they have a unique insight into the overall picture. This opportunity to obtain the Certificate in Supervisory Management places Certified Engineering and Applied Science Technicians and Technologists at a distinct advantage when taking their career to the next level.

PURPOSE
The purpose of this framework is to recognise the foundational education and training obtained by Certified Engineering and Applied Science Technicians and Technologists in the process leading to certification. This framework recognises existing training in the field of supervisory management and provides an opportunity for Certified Engineering and Applied Science Technicians and Technologists to obtain a respected academic qualification: the Certificate in Supervisory Management (CSM) offered by the Canadian Institute of Management. As part of the wider engineering team, many Certified Engineering and Applied Science Technicians and Technologists carry out supervisory and management functions.

The Canadian Institute of Management has respect and confidence in the stringent Certification Process conducted by the Canadian Provincial Technology Associations and, as such, will not need to assess the individual academic diplomas and degrees of Certified Engineering and Applied Science Technicians and Technologists. Proof of certification with one of the Constituent Provincial Technology Associations is the benchmark for the granting of credits towards the CSM program; this extends to foreign-trained graduates that have been certified through a Canadian Provincial Technology Association looking to obtain the CSM qualification. The CSM qualification is an excellent option for foreign-trained technicians and technologists to obtain another respected Canadian qualification that is recognised in every Canadian Province.

CERTIFIED TECHNICIAN AND TECHNOLOGIST ASSESSMENT
The Education Portfolio of the Canadian Institute of Management has assessed the professional formation of Certified Engineering and Applied Science Technicians and Technologists registered though one of the ten Provincial Technology Associations. Certified Engineering and Applied Science Technicians and Technologists are generally graduates of full-time two or three-year engineering or applied science technology diploma programs; some hold undergraduate degrees. These programs have been assessed to have significant non-engineering/science content and, as such, can be assessed against the four-course Certificate in Supervisory Management (CSM) program offered by the Canadian Institute of Management. Many of these Certified Engineering and Applied Science Technicians and Technologists additionally complete a Professional Practice Examination (PPE) consisting of Law, Ethics and Professional Practice topics and have a minimum of two years of professional experience supported by a CV and multiple references. This assessment has led to the informed conclusion that Certified Technicians and Technologists are qualified to the minimum level of ¾ of the Canadian Institute of Management Certificate in Supervisory Management program.

OVERVIEW
The Certificate in Supervisory Management is the CIM’s 4-course program that is offered through the CIM Distance Education program or through many partner colleges and universities across Canada. Although these colleges and universities deliver these approved courses for the CIM, the final academic CSM qualification granted is by the Canadian Institute of Management.

CSM PROGRAM CONTENT
The CSM program is aimed at developing the basic understanding of the principles of management with emphasis on the practical application of business theory and concepts. It is supplemented with communication theory, and Canadian business law and legal terminology. An additional elective course is included to holistically supplement the program. It is an excellent academic qualification to supplement the technical training obtained by Certified Engineering and Applied Science Technicians and Technologists. It can provide the opportunity to move into managerial positions or enhance existing skills in management.

The standard CSM program consists of the following courses:

  • Introduction to Management
  • Managerial Communications
  • Canadian Business Law
  • Optional Course

PROCESS
By completing the CIM Introduction to Management (or equivalent) course, Certified Engineering and Applied Science Technicians and Technologists will have met all the academic requirements for the Certificate in Supervisory Management. Some Certified Engineering and Applied Science Technicians and Technologists (especially those in industrial or manufacturing engineering technology disciplines) may already have the equivalent of the Introduction to Management course and can be assessed on an individual basis for this course equivalency.

Upon completion of the Introduction to Management course, any Certified Engineering and Applied Science Technician or Technologist registered with one of the Provincial Technology Associations will be eligible to apply for the Certificate in Supervisory Management (CSM). This process is accomplished upon completion of the CIM Introduction to Management distance education course, or a recognised equivalent at another educational institution, and the submission of a copy of the Certificate of Registration and/or Registration Card and subsequent CIM verification with the Provincial Technology Association. Membership in the CIM is required to obtain the CSM qualification, and it is certainly hoped that Certified Engineering and Applied Science Technicians and Technologists that hold the CSM qualification will see the continuing value of belonging to Canada’s senior management association and move forward to obtaining additional qualifications and certifications.

COURSE DELIVERY
The most flexible option for the completion of the Introduction to Management course is through the Canadian Institute of Management’s Distance Education Option. Through a web-based portal, students will have access to online delivery, webinars and podcasts, online library access and extensive professor support and communication options. All professors teaching this course will be leaders in their field. The delivery of this Introduction to Management course is world-class, incorporating the most advanced teaching and learning technologies.

By recognising existing coursework, the completion of the Introduction to Management course will allow the granting of the CERTIFICATE IN SUPERVISORY MANAGEMENT.

FUTURE PROFESSIONAL DEVELOPMENT OPTIONS
The Certificate in Supervisory Management (CSM) can lay the foundation for future professional development in the management field. The completion of an additional 4 courses (available through Distance Education) will allow the CSM holder to obtain the Certificate in Management and Administration and subsequent Certified in Management (C.I.M.) professional designation with 2 years of managerial experience. An additional 5 years of managerial experience can yield the Professional Manager (P.Mgr.) designation. This managerial experience does not need to be completed after the completion of the academic program. Any career managerial experience may qualify so, indeed, many Certified Engineering and Applied Science Technicians and Technologists may already have the requisite experience by virtue of their career to-date.
